Metro District Manager Certification Program
The DU Metro District Manager Certification Program is a collaborative program offered by the Burns School of Real Estate & Construction Management at the University of Denver’s Daniels College of Business, the Metro District Education Coalition, and the Special District Association. This rigorous 12-week professional development initiative is designed specifically for Colorado’s metro district leaders. This program equips current and aspiring district managers with the advanced competencies, ethical framework, and strategic mindset required to lead modern metropolitan districts effectively.
Through a balanced blend of technical training, policy alignment, ethical leadership, and practical application, participants will gain the skills necessary to manage complex metro district operations while upholding the highest standards of transparency, equity, and community responsiveness.
Why Does Colorado Need This Certification Program?
Metro districts build communities and pay for the amenities that people love, like parks and open space, trees, trails and paths, playgrounds, community gardens, and pools. They also finance public improvements (streets and water and sewer systems, for example) that are essential for functioning neighborhoods. With over 2, 200 metro districts in the state of Colorado, ensuring that the people managing these districts are fully equipped with the resources and knowledge they need is paramount.
The Metro District Manager Certification is built on four important pillars:

Program Structure
The Metro District Manager Certification Program consists of 5 course modules that can be completed in twelve weeks. Coursework will be offered primarily online, but participants will be required to attend two in-person intensive work sessions. Those two intensive modules are the Orientation Workshop at the beginning of the program and the Capstone Project at the end.

Program Timeline
The program begins on February 19, 2027 with an in-person, intensive Orientation Workshop to be held on DU’s campus over the course of a half-day on Friday.
Subsequent course modules will be offered online, on Wednesdays from 12–2 p.m. Each module will last two weeks. Participants can expect a total time commitment of four to five hours per week — two hours of live online classes and two to three hours of independent learning and homework.
The program concludes on May 7, 2027. Like the Orientation Workshop, the Capstone Project will be conducted in person on the DU campus for one full day on Friday.

Fees
There is a $50 application fee and program fees of $3,500. These fees do not include travel or lodging expenses for the two in-person classes. Need-based scholarships will be awarded, and consideration can be requested on your application.
Attendance Requirements
Participants who complete the program will receive a Certified Metro District Manager (CMDM) designation from the University of Denver.
Completion of the program will require:
- In-person participation at both the February and May classes
- Substantial participation (80% attendance) at each of the remaining modules

Are courses online or in-person?

Will there be homework?
Yes. Participants will have weekly assignments to complete. Expect 2-3 hours of outside class work.
Will there be tests?
Participants will be required to complete an applied learning Capstone Project.
What if I’m unable to attend a class?
Attendance at the in-person sessions is mandatory. Participants are expected to attend 80% of the online sessions to receive their certification.
How many students will be in the class?
Class size will be capped at 30 participants.
Are there scholarships available?
Need-based scholarships will be awarded on a case-by-case basis.
Are there eligibility requirements?
Applicants must have 2-3 years of experience in the metro district management field or related industry. Participants must also be a member of either the Metro District Education Coalition or the Special District Association.
